The government has framed guidelines for selective implementation of Regional Plan 2021 and also decided to constitute a sub-committee comprising of five members from technical bodies such as Indian Institute of Architects, Indian Institution of Engineers, Institute of Town Planners of India to scrutinise the cases having a built-up area of 2,000 square metres and above to be referred to the government.
The government has decided to implement the provisions of Regional Plan 2021, which had been kept on hold since June 4, 2012, releasing land in various permissible zones on merits, which has the approval of Chief Minister Manohar Parrikar, directing that cases coming under the order shall not be eligible for any concession in various fees applicable.
The town and country planning department on Monday issued directions to process the application for building, construction and land development.
According to the guidelines, applications falling in settlement zones and other development zones of Regional Plan 2021, but not falling under Regional Plan 2001, shall be dealt and cleared at various levels, for which the department has created four categories. Town and Country Planning Minister Vijai Sardesai told this daily that the applications of the proposed built-up area of 2,000 square metres and above will come to the five-member sub-committee comprising of experts.
“The sub-committee will scrutinise such applications and send them to the government for final approval,” he added.
Under category I, the taluka-level town planner or deputy town planner has been given power to issue technical clearance for single family dwelling unit up to a total built-up area of 250 square metres and recommendations for conversion of use of land under land revenue code for area commensurate to the consumed FAR.
District-level town planner or senior town planner will issue technical clearance for a maximum two dwelling unit upto a total built-up area of 500 square metres under category II.
Under category III, the chief town planner (Planning) will issue technical clearance for a maximum four dwelling units upto a total built-up area of 800 square metres, land development (plotted development) upto 4,000 square metres in area and recommendation of conversion of use of land under land revenue code for area commensurate to the consumed FAR.
The government will issue technical clearance for anything above category III and all applications for commercial, industrial and institutional projects irrespective of area under category IV.
