RAICHUR: Though the state government has not issued any statement on legal tenability of the appointment of a special officer for the proposed Raichur University which has not received a nod from the Governor, Professor Muzaffar Assadi will take charge on April 2 as the special officer at Raichur.

It must be noted that Muzaffar Assadi was a member of Justice Nagamohan Das Committee that submitted a report recommending minority status to Lingayat community. The state government accepted the report and recommended to the Centre to grant minority status to the community.

The professor from Jawaharlal Nehru University, Purushothama Bilimale, who was also a member of Nagamohan Das Committee, said Assadi is a learned man. “Muzaffar Assadi is no doubt a great scholar. I have read many of his articles and books. But I do not know about his administration qualifications and skills.”He also added he had met him when the committee met at Bengaluru.

Purushothama further said that to establish a university from scratch, one should possess mammoth amount of administrative skills.Muzaffar Assadi, professor of Political Science Department, University of Mysore, who will take charge on Monday, told The New Indian Express that there have been many instances that special officers have been appointed to set up a university.

When asked if the order was passed under non-existing act or on the basis of a bill that is yet to get a nod from the Chancellor (Governor), he said that he hopes that it is legally tenable. However, he stressed that it is legally tenable and it must have come through the Chancellor himself.
