Painesville to repair its sidewalks in 2018

The Painesville Engineering Department hopes to repair all city-owned sidewalks this summer, said City Engineer Leanne Exum.

A resolution that would allow City Manager Monica Irelan to advertise for bids and enter into a contract for the 2018 Sidewalk Repair and Replacement Program was introduced at the most recent council meeting.

The cost is $130,000 and is budgeted in Engineering Capital under the General Fund, according to Irelan’s legislative report.

“The goals of this project were to create and maintain a safe and accessible network of pedestrian travel within the City of Painesville, improve the overall quality of the city’s infrastructure, fulfill the goals set by City Council and fulfill the goal of the 2006 Comprehensive Plan created to continue the growth and development of the City,” Exum said.

Last year the Engineering Department did an analysis of the sidewalks in the city and identified several deficiencies.

Examples of the deficiencies found were excessive cracking, spalling, vertical separation, joint failures and root damage both by tree lawn trees and homeowners’ trees.

Sidewalks owned by the city that require repairs will be marked with an “O” and homeowners’ sidewalks will be marked with an “X”.

Property owners are responsible to repair their sidewalks.

In 1994 City Council passed an ordinance which required property owners to maintain sidewalks, she said.

The city offers a sidewalk permit. The side walk permit fee is $45.

“Two inspections will take place- a pre-pour inspection will be performed to check the depth of concrete and the subgrade and a final inspection will be performed, once restoration is completed,” said Exum. “Inspections can be scheduled concurrently, although the contractor or homeowner assumes all risks should the form inspection fail.”
