KCR manipulated budget: Congress

Banks have been cheated, says party spokesperson

The Congress has accused Chief Minister K. Chandrashekar Rao of betraying Telangana with budgetary manipulations and demanded that an exclusive Assembly session be held to discuss the Comptroller and Auditor General (CAG) report that pointed out deviations in the State finances and programmes.

Chief official spokesperson Sravan Dasoju said at a press conference here it was a matter of serious concern that the government was taking loans indiscriminately manipulating the lending institutions and bankers. “The CAG Report is a tight slap on the face of Government and has exposed the mismanagement, inefficiency and dubious governance,” he remarked.

He alleged that it was for the first time in the country that the Budget was being manipulated and capital receipts are being shown as revenue receipts apart from showing budgetary deficit as revenue surplus. In view of the CAG findings, he argued, the Chief Minister lost moral ground to continue.

He pointed out that Telangana exceeded the FRBM limits and it was inappropriate to take loans as per the CAG report. He alleged that the government misled the public sector banks and other lending institutions that Telangana is far below than FRBM limits. The CAG observations are similar to that of apprehensions raised by Congress party for the last four years, he said.

He said the Congress will appeal to NITI Aayog and other agencies to take action against the Chief Minister for his ‘financial fraud and fudging figures’.
