Federer skipped the French Open in 2017 and had delayed any decision over his involvement this year so far.
However, the 36-year-old has now revealed, in the wake of his Miami Open loss to Kokkinakis, he will not be taking part.
"I decided not to play the clay season," he said.
Roger Federer skipping the French Open last year proved to be a masterstroke.
The Swiss star went on to win the Australian Open and Wimbledon titles over the past 12 months.
And, speaking after today's shock loss, Federer admitted he needed to go back to the drawing board.
"Didn't play great last week too," he said, referring to last week's Indian Wells defeat to Justin Martin del Potro.
"I am trying to figure things out now, I have some time
"I'm positive thinker, every match is another opportunity.
"I am disappointed I couldn't find a way.
