Budget Session at Gairsain to begin on stormy note

With opposition Congress appearing in a belligerent mood and determined to embarrass the Trivendra Singh Rawat Government on various issues, the Budget Session of Uttarakhand Vidhan Sabha starting  from Tuesday at Bharadisain near Gairsain is expected to start on a stormy note.

For the first time in the history of the State, the Governor Krishan Kant Paul would address the Assembly at Gairsain.

In the address of Governor, the State BJP Government would present a detailed note on its achievements and broad outline of the plans for next financial year. After the address of the Governor, the speaker would present a proposal of condolence on death of Tharali MLA Magan Lal Shah in the house. After condolences by the members the house would be adjourned for the day.

On Monday, the speaker of Uttarakhand assembly Premchand Agarwal inspected the preparations of the first session of the State Assembly and gave necessary instructions to the officials.

Talking to the newsmen he expressed confidence that the Budget session would be held in a cordial atmosphere and the members would engage in constructive discussions. Terming the ensuing Budget session as historical one, because Governor would address the house for the first time in Gairsain, Agarwal expressed satisfaction on the preparations made by Vidhan Sabha secretariat and administration. He informed that a guard of honour would be given to Governor upon his arrival in assembly at 10 am.

As per the schedule the state government would table ordinances in the house on March 21. On March 22, the Finance Minister Prakash Pant would place the budget for financial year 2018-19. The house would hold general discussions on budget on March 23. After holiday of Saturday and Sunday members of the state assembly would continue deliberations on budgetary provisions on March 26. The vote on account would also be sought from the house on the day. After that appropriation bill would be passed after discussions on March 27. The session is slated to end on March 28.

It is worth mentioning here that Finance Minister Prakash Pant has already shown his intention for such a Budget where on new tax or cess would be burdened on people. At the time of filing this report the meeting of BJP legislature party was going on.
