Another pipe bomb has been removed from the Elsmere home of a man arrested last week for detonating one outside a nearby home.

New Castle County and Elsemere police and members of the State Fire Marshal's Office returned to the 700 block of Baltimore Avenue in Elsmere Saturday around 5 p.m. to deal with the newly discovered explosive, authorities said. It's been safely destroyed.

Family members cleaning the home of Mark Consiglio found the bomb and called Elsmere police, according Michael Chionchio, the assistant state fire marshal.

“There is no imminent danger right now. We have the scene under control,” Chionchio said Saturday.

But residents within a two-block radius were evacuated.

“I don’t like this,” Mark Manchester, a longtime neighborhood resident, said Saturday.” I saw on Facebook that they blocked off the same area, and I couldn’t believe it. I just had to come and see for myself.”

Manchester walked over to the scene Saturday with a neighbor, Bob Andruzzi, who has lived off Baltimore Avenue for more than 50 years.

“It’s a good neighborhood,” Andruzzi said. “I’ve never seen anything like this before, and to see it twice in one week, crazy."

State fire investigators charged Consiglio with three counts of the possession, manufacturing and use of an explosive device on March 12. Additional charges have been approved. Consiglio is being held at the Howard R. Young Correctional Institute.

On Monday afternoon, three explosive devices were removed from a home in the 700 block of Baltimore Ave. Consiglio was arrested later that day.

Officers visited Consiglio's home after he was suspected of detonating a pipe bomb in the yard of a home in the 1300 block of Cypress Ave. in Elsmere shortly after midnight. His estranged wife's mother and brother live at the home.

The explosion damaged a window, but no one was hurt.
