A woman described by witnesses as suspicious, possibly drunk and pushing a child in a stroller shortly after midnight Tuesday was arrested on charges of contributing to the delinquency of a minor after Lee County deputies saw her stumbling down a street and wildly swinging the stroller. 

Pamela Lee Davis, 30, with no certain address listed, remains in Lee County Jail on $5,000 bond and will be arraigned April 3.

Sheriff's office deputies found Davis in North Fort Myers on North Cleveland Avenue pushing a stroller containing a nearly 2-year-old, male child who had minimal clothing and only one sock despite temperatures in the mid-50s.

A deputy reported that the boy's skin was cold to the touch, he was coughing and his diaper was wet and had not been changed for several hours.

The sheriff's report also described Davis as unable to remain still, was having trouble answering their questions and behaving in a manner described as "tweeking", consistent with someone under the influence of methamphetamines. She was also gyrating uncontrollably, deputies reported.

During observation at the sheriff's office north district Davis was seen yelling, unable to remain still, rolling on the floor and then walking into walls.

The Florida Department of Children and Families responded and took custody of the child and has opened a child protection investigation.
