10% quota for sportspersons in recruitment

Haryana Chief Minister Manohar Lal on Thursday said that outstanding sportspersons of the State would be provided ten percent horizontal reservation in recruitment to group D posts.

The Chief Minister made this announcement while speaking on the concluding day of budget session of Haryana Vidhan Sabha here.

He said that the State Government has also made a provision as per which preference for the place of posting would be sought from the candidates prior to declaration of final result so that they could  join within 24 to 48 hours of the result. He informed the House that the Staff Selection Commission has declared the result of 6,134 candidates for the post of clerk and they are being informed about their place of posting through e-mail and SMS. The Commission has also declared the result for 380 posts of Multi Purpose Health Workers on March 8.

While giving comparative figures of recruitment made during the previous governments and in the present State Government, he said that in the tenure of five years from 1999 to 2004, 11,800 candidates were recruited, whereas from 2004 to 2009, 20,030 candidates were recruited in different government Departments, Boards and Corporations.

The Chief Minister said that 50,000 posts have been advertised by the present State Government, out of which selection on 24,016 posts have already been made, whereas 12,000 to 14,000 posts are under the litigation process due to one or other reasons.

The State Government had implemented the reservation policy in respect of employees engaged under part II of outsourcing policy on October 27, 2017. Now taking step further, it has also been decided to grant reservation while engaging contractual manpower under part I of the outsourcing policy, he announced.

The Chief Minister also said that out of the total 63,170 group D posts, 33,879 posts are lying vacant in different Departments, Boards and Corporations. After passage of Haryana Group D Employees Bill, 2018 unanimously in the Haryana Vidhan Sabha on Thursday, the process for the recruitment to Group D posts would soon be started, said he.

Besides scrapping interview for selection to class III and IV category posts, the pgovernment has decided to give weightage of ten per cent to the specialized deserving candidates, he added.

Replying to a query of opposition, Manohar Lal said that the government would not terminate the services of any Nambardar in the state.

He clarified that only information about age has been sought through a letter circulated in this regard. It has been asked to prepare categorization of Nambardars according to their age, he added.

 

Opposition levels corruption charges against HBSE

The opposition, INLD and Congress on Thursday alleged that officers in Haryana Board of School Education are involved in corruption as they made a payment of about Rs 7 crore to a contractor for installation of cameras, flouting various norms. INLD MLA Parminder Singh Dhull alleged that officers in HBSE are benefitting private firms by flouting norms for work allotment. Earlier, Rs 7 crore was paid to a contractor for cameras installation in an illegal manner and later, a private firm was hired to check the exams.

Both INLD and Congress MLAs demanded an inquiry into the matter following which, Parliamentary Affairs Minister Ram Bilas Sharma said that a vigilance inquiry will be conducted to examine the issue.

School safety plan notified

With a view to ensure security of students as well as teachers in educational institutes in the state, the Haryana Government has prepared and notified School Safety Policy. Apart from this, Disaster Management Plan has been approved, said Education Minister, Ram Bilas Sharma, while replying to a question.

The Minister said that a plan to orient all school heads and make them aware about the ways to protect the life and property in the case of natural and man-made hazard as per the National School Safety Policy Guidelines has been approved.

Replying to another question, he said that dropout rate of only government schools cannot be calculated, because some students left the Government schools to join private schools while some others left private schools to join Government schools.

He said that the dropout rate can be calculated on the basis of enrolment in all the schools. In 2014-15, the dropout rate was 5.61 per cent at primary level and 5.81 per cent at upper primary level. Similarly in 2015-16, it was 1.10 per cent at primary level and 2.38 per cent at upper primary level. He said that in 2016-17, the dropout rate was less than one per cent at primary level and less than two per cent at upper primary level. The information for 2016-17 is provisional, he added.

 

Parking policy formulated

Haryana Government has framed a parking policy to avoid unauthorized parking on roads. The policy would be implemented in all municipalities, said Urban Local Bodies Minister, Kavita Jain, while replying to a question.

She said that a policy had already been notified on March 8, 2017 for use of vacant plots as temporary parking lots which was applicable in all municipal areas of the state to avoid unauthorised parking on roads.

 

Aadhaar-based biometric system for distribution of ration

Minister of State for Food, Civil Supplies and Consumer Affairs, Karan Dev Kamboj said that the Department has introduced Aadhaar based biometric system for the distribution of ration to the poor families in the state.

In reply to a question, he said that the Department has also implemented end to end computerisation of TPDS operations. Digitization of public distribution system beneficiaries and other databases, setting up of transparency portal, grievances redressal system, toll free helpline, online allocation, supply chain management and installation of Point of Sale devices at Fair Price Shops (FPS) has been completed.

He added that the ration was being distributed to beneficiaries after Aadhaar based biometric authentication at all FPS. Facilities of Aadhaar Seeding at FPS, Short Message Services (SMS) alert, portability, best finger detection and nomination has also been provided, he added.

 

Water supply provided to 231 gramin basties and 100 dhanis

The State Government has taken extensive steps to ensure drinking water supply for all in the state and reach of water has been ensured to 231 Mahatma Gandhi Gramin Basties, 100 dhanis of rural areas and 583 colonies in urban areas, where drinking water was not being supplied, informed Minister of State for Public Health Engineering, Banwari Lal, while replying to a question.
