It is for the first time that the lobby of powerful IPS officers has officially written through the association, now headed by senior-most IPS officer DGP KP Maghendhran, to the state government, saying that young IPS officers are being affected because the government is not following rules on posting. 

The association said there are 76 cadre posts in the rank of superintendent or deputy commissioner, which should be filled only by direct IPS officers. “However, TNIPSA wishes to bring to your kind notice that currently, 41 out of 76 such cadre posts in the state in the rank of SP/DC are manned by non-cadre officers,” the letter stated. Sources said that different political bosses in the governments find it convenient to post known, locally experienced non-IPS officers, rather than unknown English-speaking IPS officers, for smooth liaisoning. 

Quoting IPS cadre rules, 1954, the ssociation noted that even though a non-cadre officer is posted under exceptional circumstances, he or she can continue only for three months. “Non-adherence to these legal requirements has demoralised many IPS officers as their career planning goes haywire,” the latter, dated March 9, stated. The Association also cited various court observations and requested the government to ensure that postings are carried out in accordance with cadre rules.
