NHRC serves notice on jail authorities

The National Human Rights Commission (NHRC) has served notice to IG (Prisons), Karnataka for violation of guidelines by not reporting the suicide of a convict, serial rapist and murderer Jai Shankar. He had committed suicide inside Parappana Agrahara Central Prison on February 27, 2018, by slashing his throat with a shaving blade.

The Prison Department has to report any death to NHRC within 24 hours of the incident. NHRC has now served a show-cause notice seeking an explanation for this lapse and has sought a detailed report on the incident within six weeks. The notice was issued based on media reports.

“It has observed that the contents of the news report, if true, amount to the negligence on the part of the jail officials, which is a matter of serious concern,” a statement from NHRC said.

Senior Prison Department officials said they would submit the report within the stipulated deadline and that they had nothing to hide.
