New Delhi: Both Lok Sabha and Rajya Sabha on Tuesday faced uproar over the Punjab National Bank (PNB) fraud and special status for Andhra Pradesh, among other issues, leading to adjournment of both Houses of Parliament. After a stormy start to the second part of the budget session on Monday, more disruptions are likely on Tuesday as Opposition parties-led by the Congress stick to their demand for a debate on the PNB scam. The Narendra Modi government, on the other hand, after its victory in the recently held assembly polls in northeastern states of Tripura, Meghalaya and Nagaland, appears to be in no mood of relenting and instead alleges the previous United Progressive Alliance (UPA) government of allowing bank scams and bad loans to balloon.Here are the latest updates and developments from both Houses of Parliament:
5.21 pm IST Govt banks wrote off Rs81,683 crore loans in FY17: Arun Jaitely in Rajya SabhaLoans worth Rs81,683 crore were written-off by public sector banks (PSBs) in 2016-17, finance minister Arun Jaitley said on Tuesday in the Rajya Sabha. In a written reply, Jaitley said that writing-off of loans is done for tax benefit as well as capital optimisation and borrowers of such loans continue to be liable for repayment. The amount written off (including through compromise) by PSBs was Rs81,683 crore in the financial year 2016-17, including Rs20,339 crore by the State Bank of India (as per RBI data on global operations), he said. The amount written off by nationalised banks was Rs28,781 crore during 2017-18 (up to September, 2017). (PTI)
5.19 pm IST Bank write-off does not benefit borrowers: Jaitley in Rajya SabhaAs per the Reserve Bank of India (RBI) guidelines and policy approved by Bank Boards, non-performing loans, including those in respect of which full provisioning has been made on completion of four years, are removed from the balance-sheet of the bank concerned by way of write-off. Union home minister Arun Jaitley further said that recovery of dues takes place on ongoing basis under legal mechanisms, which include, the Secularisation and Reconstruction of Financial Assets and Enforcement of Security Interest Act, Debts Recovery Tribunals and Lok Adalats. “Therefore, write-off does not benefit borrowers,” the minister added.
5.16 pm IST 13,643 cases of bank frauds detected since 2013: MoS financeIn another reply, minister of state for finance Shiv Pratap Shukla said in the five-financial years since 1 April, 2013, as many as 13,643 cases of frauds in banks involving an aggregate amount of Rs 52,717 crore was reported. On a query regarding benami deals, Shukla said more than 1,000 properties have been attached provisionally under the Prohibition of Benami Properties Transactions Act till 31 January, 2018. “These include plots of land, flats, shops, jewellery, vehicles, deposits in bank account, fixed deposits. The value of properties under provisional attachment is over Rs 3,800 crore,” he added. (PTI)

1.44 pm IST Banking irregularities happened even during UPA: Ananth KumarParliamentary affairs minister Ananth Kumar on Tuesday said the government is ready for a discussion on the issue of alleged financial irregularities in the banking sector and finance minister Arun Jaitley will reply to the debate. “This is the second part of the Budget session. We have to pass the Finance Bill and Demands for Grants. If the House runs peacefully then everyone can raise their issues. I cannot understand why the Congress party is irritated... Government is ready for a discussion...I can’t understand why Congress is opposing it,” Kumar said amid ruckus in the House. Kumar said a notice for discussion on “alleged systemic irregularities in the banking sector over the years and its impact on the Indian economy” has been given by N.K. Premachandran (RSP) and K.C. Venugopal (Congress) and the same is listed for discussion in the day’s list of business. “Banking irregularities have been going on. It was happening even during UPA. Why are they running away from discussion. People who indulged in wrongdoing should be punished...Congress should discuss what unscrupulous activity (hera pheri) happened during UPA,” the minister said. (PTI)
1.26 pm IST LS adjourns amid protests over PNB scam, govt says ready for discussion The Lok Sabha on Tuesday failed to transact any legislative business for the second straight day as the Congress and the TMC sought the prime minister’s response on frauds in the banking sector, while parties from Andhra Pradesh persisted on their demand for a special status. Besides the major opposition parties, NDA ally Shiv Sena protested in the Well demanding classical language status for Marathi. The AIADMK demanded the creation of Cauvery Water Management Board and the TRS raised slogans, demanding a hike in Telangana’s quota in reservation. (PTI)

This is proving the public impression...Parliament is not conducting itself in a dignified manner. This is not the way. This is Parliament. This is not a bazaar. You are insulting yourself. You are making Parliament a laughing stock in front of the people of the country,” he said. Modi was addressing the BJP Parliamentary Party meeting, where he was greeted with the slogan, ‘Jeet hamari jari hai, ab Karnataka ki bari hai’ (Our winning run continues, now is the turn of Karnataka). As soon as the listed papers were laid on the table during the Zero Hour, TMC members, legislators from Tamil Nadu and Andhra Pradesh rushed into the well of the House shouting slogans. Amid sloganeering during the Zero Hour, Rajya Sabha Chairman M. Venkaiah Naidu adjourned the House till 11.30 am.
