Opposition protests forced adjournment in Lok Sabha for the second day on Tuesday.
While the first day of the second leg of Budget session was washed out due to agitation by various political parties, Lok Sabha had scheduled a discussion on "alleged systemic irregularities in banking sector over the years and its impact on Indian economy." Congress members insisted on a reply from the Prime Minister, while Treasury Bench maintained concerned minister would reply.
The Rajya Sabha was likely to take up the Motor Vehicles (Amendment) Bill, 2017 and The State Banks (Repeal and Amendment) Bill, 2017. But protests by Tamil Nadu and Andhra Pradesh members forced two adjournments.

Congress Leader Mallikarjuna Kharge says the government should tell the House how perpetrator of frauds were allowed to flee the country. We have given a notice. It has to be taken up, he says.

Lok Sabha reconvenes. Papers are being laid on the table amid ruckus. Many members troop the Well and raise slogans over various issues.
Parliamentary Affairs Minister Ananth Kumar requests members to go back to the seat. "I don't want the Congress friends are agitated. They wanted a discussion on banking irregularities. We are ready for that," he says.
The banking fraud began during UPA government's term, says Mr. Kumar as Congress members continue their protest.
Rajya Sabha reassembles at 11:30 am. Sloganeering continues. House is adjourned till 2 pm.
Another protest. This one is from Shiv Sena members. The members urge government to declare Marathi as a classical languge.

As soon as the Chairman decides to proceed with the day's business, Tamil Nadu MPs troop the Well asking the government to constitute the Cauvery Management Board.
The members from Andhra Pradesh hold placards seeking Special Category Status.
"I can't allow this. You cannot do this," Mr. Naidu says.
"We are insulting ourselves. We are denigrating the democracy. We are making the Parliament a laughing stock in front of the people of India. We are the Upper House... [We are] suppose to be setting standard for others. I cannot allow this to go on."
Mr. Naidu adjourns the House till 11:30 am and asks the leaders of respective parties to meet him in his chamber.

It was Tamil Nadu MPs' turn today to protest against the delay in constituting the Cauvery Management Board as ordered by the Supreme Court and the Cauvery tribunal.
