Summons: SPC says delay will invite action

Strict disciplinary action would be initiated against police officers who were lax in the timely serving of summons and execution of warrants, State Police Chief (SPC) Loknath Behera informed the High Court.

The SPC also told the court that several instructions had been issued from the police headquarters for the timely serving of summons and execution of warrants to the witnesses and accused, and ensure their attendance in court.

A circular issued in this regard was produced before the court in the wake of the High Court criticism against the delay in serving summons and non-execution of warrant. The circular said that the service of summons and warrants outside the State might be entrusted with a wing called the Outside State Process Unit (OSPU).The Foreign Process Liaison Cell under the Crime Branch had the jurisdiction over serving summons to persons abroad.
