
Issuing clear instructions to the schools regarding upcoming board examinations of class X and XII, the Central Board of Secondary Education (CBSE) has clarified that no school can withhold admit cards of the students or detain an eligible candidate from appearing in exams.
The board has also said that it has been noticed some schools are evening charging extra fee to release admit cards which is in violation of the Examination Bye-laws.
The letter issued by KK Choudhury, controller of examinations, CBSE says, ‘Several instances of not issuing admit cards by various CBSE affiliated schools on the ground of performance of students in pre-board tests (conducted by schools internally) have come to the notice of the CBSE. It is further noted that some schools are charging fee for release of admit card.’
Stating that this practise of schools to withhold admits cards of X and XII students is in clear violation of Examination bye-laws, letter further quotes Rule 15 of the laws which reads, ‘In no case, the heads of affiliated schools shall detain eligible candidates from appearing at the examination.’
The board has further clarified that admit cards of students are made only after schools finalize lists so later on they cannot withhold their cards and if schools do so, it is clear violation of the rules. ‘Board issues admit cards only to those candidates which have been sponsored by schools in their finalized list of candidates. Therefore school has already confirmed eligibility of such candidates for appearing in board examinations. Thus holding of admit cards or not allowing eligible candidates to appear in practical/theory examinations in class X/XII is in violation of CBSE examination bye-laws. School will also not charge any fee for issuing admit cards to the eligible candidate,’ it reads further.
Meanwhile claiming that some schools in Ludhiana are still withholding admit cards of students despite CBSE orders, the Ludhiana Schools Parents Association (LSPA) submitted a complaint to district education officer (secondary) on Monday.
Swaroop Singh, vice president of the association said, “We have submitted list of schools to DEO which are withholding admit cards of some students making some vague excuses. DEO has been requested to get admit cards released and get CBSE orders implemented.”
