LONDON—Britain’s opposition Labour Party is set to throw new doubt on the British government’s Brexit proposals Monday by outlining a plan to stay very close economically to the European Union over the long term.

A speech Monday from Labour leader Jeremy Corbyn will put forward a program aimed at ensuring defeats in Parliament for the Brexit strategy of Prime Minister Theresa May’s government, with the aim of precipitating an early general election.
