E-pattadars: Telangana government cancels contracts given to four security presses

HYDERABAD:State government’s efforts to distribute Electronic Pattadar passbooks to all agriculture landowners on a single day on March 11 seem to have hit a roadblock. The government is learnt to have cancelled the contract awarded to four security printing presses across the country to print the e-passbooks with enhanced security features that make it tamper-proof. “Earlier, as per the contract it was decided that Rs 200 would be paid  for printing of each book. But, now the security presses are demanding Rs 250 for each book.

Chief Minister K Chandrasekhar Rao is unhappy with this and ordered to cancel the contract. He asked us to call for fresh bids to take up the work,” a senior official disclosed. According to him, this was a costly mistake committed by an official, who a few days ago retired from the service.

Hereafter, all banks will have to grant farm loans on the basis of ROR 1-B, which is maintained electronically, without insisting on Pattadar Passbook-cum- title deed from farmers. The Telangana Rights in Land and Pattadar Passbooks (Amendment) Act, 2018 has been notified by the government.
The Act which was published in the extraordinary gazette on Saturday said, “The Credit Agency shall grant loan on the basis of ROR 1-B maintained electronically without insisting on Pattadar Passbook”.Till now, the bankers are insisting on mortgaging the Pattadar Passbooks for giving agriculture loans. But, the bankers from next agriculture season onwards, should verify the land records updated on Dharani website and sanction loan to farmers. The Act also specified the time limits for the registration of lands.

“Any person acquiring by succession, survivorship, inheritance, partition, Government patta, decree of a Court or otherwise any right as, owner, Pattadar of a land and any person acquiring any right as occupant of a land by any other method shall intimate in writing his acquisition of such right, to the respective Tahsildar within thirty days from the date of such acquisition. The VRO will intimate the Tahsildar within one day as prescribed.

CM gives 1-month salary as incentive to revenue staff

Chief Minister has announced one month basic salary as incentive to the 35,749 employees of the Revenue department for successfully completing the land records’ purification drive. Rao on Saturday instructed the officials concerned to give one month’s basic pay to 10,809 Revenue employees, 24, 410 VRAs  and 530 survey employees.  He congratulated them for successfully conducting the programme in a record time of 100 days.
