In the midst of a cold war between the political executive and the bureaucracy, Deputy Chief Minister Manish Sisodia on Thursday issued orders to the Education and Art, Culture and Languages Departments to submit written progress reports every week.
Mr. Sisodia, who is the Minister in-charge of the departments, issued orders to the Education and the ACL secretaries to submit reports every week in accordance with Rule 17 of the Transaction of Business of Government of NCT of Delhi Rules, 1993.
The rule says that the secretary of the department should submit a statement every Monday or the next day if it is a holiday to the Minister in-charge about the important proposals or matters disposed of in the preceding week.
After an alleged attack on Chief Secretary Anshu Prakash by Aam Aadmi Party MLAs in Chief Minister Arvind Kejriwal’s residence on Monday night, officers of the Delhi government had decided to restrict communication with the political executive to the written form.
Mr. Sisodia, who was also present during the meeting when the alleged incident happened, on Thursday reiterated an earlier order to the Education department for weekly reports.
From February 26
“An order was issued on 29.12.2016 for submission of weekly reports. However, these reports have not been submitted for the last several months,” Mr. Sisodia wrote, adding that the reports should be sent starting February 26.
