Keeping with the promise made during the Chintan Shivir on December 17, a new scheme called Parivartan was launched here by the Haryana Government on Wednesday.
It aims at making lives better in 46 developmental blocks of the State.
After launching the scheme, Chief Minister, Manohar Lal said that under this scheme, each of 46 top most IAS, IPS and IFS officers have been allocated one block in which they will undertake works in 10 selected common fields and one field of their choice. The ten fields included Facilitation of Financing, Making Agriculture Profitable and Sustainable, Improved Delivery of Health Services, Swachh Bharat, Congestion Free Bazars, Youth Engagement, Reduction in Air Pollution, Availability of Identity Related Services, Effective Policing and Road Order and Road Conduct.
Manohar Lal said that that for each of the ten fields there are three to seven parameters on which the performance of officers would be measured in an objective manner. Some of these parameters include making a 10 kilometer long stretch accident free, one town or Mahagram stray cattle free, ensuring delivery of caste certificates to all school students and ensuring chargesheets are filed in all FIRs of heinous crime.
A maximum of 39 marks would be available for 38 parameters covering these ten fields and scoring would be done by individual officers themselves. A maximum of four marks have been kept for ‘Any Field of Officers Choice. Another seven marks would be given on the basis of social audit by Haryana Governance Reforms Authority (HGRA).
The Chief Minister said that the State has a strong work force of about three lakh employees directing the administrative secretaries to utilize their services for ensuring the benefit of various government schemes and programmes to the people in these 46 blocks which comprised of more than one-third of the total area of the State. This would not only help in achieving the objective of the government but also provide practical training to the employees thus lead to raising a strong trained workforce in the state, he added.
Manohar Lal directed the Administrative Secretaries to personally visit the blocks allocated to them atleast once and apprise the concerned block and district officers about the scheme and infuse a sense of competition among them. He promised to review the experience of the officers on April 21, the Civil Service Day.
Referring to the three day Chintan Shivir (brainstorming session) organized at Timber Trail, Parwanoo in Himachal Pradesh from December 15 to December 17, the Chief Minister described it as a unique experiment which aimed at the welfare of people of the State.
He said during the last more than three years; the State Government has taken various steps for providing good governance in the State. Under the Ek Aur Sudhar Programme we are rolling out one reform every month after massive public consultations. In the same series, the State Government has constituted Ponds Management Authority and Kisan Kalyan Pradhikaran. For the next month, he has invited suggestions of public on Antyodya, so as to ensure that the benefit of various governments schemes and programmes reach to the deserving people.
Earlier, Principal Secretary to Chief Minister, Rajesh Khullar gave a detailed presentation on Parivartan and the spirit of team Haryana. He said that during a two-month long exercise, parameters for various development works under the scheme have been extremely carefully thought out to leave no scope for ambiguity in measuring performance.
Referring to the parameter for reduction in air pollution, Khullar said it is a matter of pride that Haryana is still the only state in the country which is kerosene-free. Apart from this, the Saksham Yuva Scheme to provide 100 hour of guaranteed work to educated unemployed youth is the first-of-its-kind scheme in the world.
Among those present in the meeting included Chief Secretary D.S Dhesi, Principal OSD to Chief Minister Neeraj Daftuar and Administrative Secretaries of various departments, five senior most Director General of Police and senior most PCCF.
