Centre assesses states’ preparedness for roll out of Modicare

New Delhi: The union health ministry held a national consultation on the proposed National Health Protection Scheme (NHPS) this week to assess states’ preparedness for the scheme described as Modicare and the world’s largest health insurance scheme.

Almost all States and Union Territories (31) participated in the two-day deliberations held in the national capital along with representatives from the ministries of health, family welfare, finance, NITI Aayog and other stakeholders.

In order to engage with states to finalise the contours of the scheme, six working groups were formed. These include groups on processes, information technology, fraud detection and grievances, awareness generation, institutional arrangement and continuum of care.

The groups had detailed deliberations based on the experiences of Rashtra Swasthya Bima Yojana (RSBY) implementation and of the states’ schemes and global experiences, a union health ministry statement issued on Friday said.

Best practices for each of the processes related to beneficiary identification, hospital empanelment, hospitalization services, grievance redressal mechanisms, Information Education and Communication (IEC) activities etc., were identified from each state and recommendations were presented by each working group to the ministry.

On the second day of national consultations, five groups of states were formed based on the implementation status of health insurance schemes: States with only RSBY, States with RSBY and their own schemes, States with only their own schemes in Insurance mode, States with only their own schemes in Trust mode and States with no health insurance/ assurance schemes.
