Big push to farm sector in Raman’s Budget 2018-19

Chief Minister Raman Singh has earmarked a sizeably high Budget provision for the farm sector in his State Budget for 2018-19.

The Budget provisions for farm sector were provisioned a Rs 13,480 crore in 2018-19 which is higher by 29% compared to previous year.

Agriculture Department’s budget has been raised by 95% to 4,452 crore which includes Rs 2,107 crore for Paddy.

The Budget also has provision of Rs 184 crore for interest-free short-term agricultural loans.

Prime Minister’s Agricultural crop insurance scheme has a premium provision of Rs 136 crore.

The Rashtriya Krishi Vikas Yojana has provision of Rs 365 cr, Krishak Samagra Vikas Yojana (Rs 93 cr), Shakambri yojana (Rs 40 cr), Sugarcane Bonus (Rs 40 cr), NABARD Financed Micro Irrigation schemes (Rs 93 93 cr) and Integrated Horticulture Mission (Rs 130 cr).

For subsidised electricity supply to farmers under Krishak Jyoti Rs 2975 cr provision had been made while for Solar pump scheme “Saur Sujala” Rs 631 cr provision had been made.

A total of six new agricultural colleges at Jashpur, Korba, Chhui khadan, Kurud, Gariaband, Mahasamund would be opened.

For promotion of agricultural graduates to become entrepreneurs, new scheme called “Chalo Gaun Ki Or” through agriculture university would be started.

A total of 20 veterinary dispenseries are to be upgraded to veterinary hospitals while 25 new veterinary dispenseries to be established.

A provision of Rs 1.32 cr had been made for 10 new veterinary dispensery buildings had been made.

Mapping of ponds in the entire State for fisheries planning would be done and Rs 5 cr provision for banks merger related scheme had been made.

A Rs 75 cr loan had been provisioned for co-operative sugar factories.

The Irrigation schemes have been provisioned budget of Rs 2, 518 cr.

For major irrigation projects, Rs 946 crores provisioned including Rs 285 cr for Arpa-Bhainsajhar, Rs 255 cr for Mahanadi project and Rs 90 cr for Sondhur project had been made.

A provision of Rs 655 crores had been made for small irrigation schemes and Rs 86 crores for medium irrigation schemes.

Incentivization Scheme for Bridging Irrigation Gap (ISBIG) which is  a Rs 245 cr scheme will cover Mahandi, Tandula, Kodaar existing 3 projects and 6 new projects of Matiyamoti, Saroda, Chheerpani, Pandravan, Kumhari and Kharkhara. Field channel construction improvement and other activities will be taken up in the scheme.

Medical college hospital Raipur to get 100 additonal nurses posts and  patients records in Government hospitals will be computerised.

Medical College Raigarh to get 42 posts for setting up pathology, blood bank and component centre.

Medical college hospitals in State and DKS super speciality to get Rs 68 .62 crore for medical equipment.

Under Pradhan Mantri Sahaj Har Ghar Bijli Yojana Saubhagya- all families without electricity connection will be provided with electricity connection.

Chhattisgarh State Power Distribution Company Ltd (CSPDCL) will provide 4.5 lakh connections and CREDA will provide 44 ,151 solar connections.

Khetihar Bima Yojana beneficiaries will be enhanced from Rs 30,000 to Rs 4 lakh in case of accidental death n severe permanent disability and to Rs 2 lakh in case of death due to natural causes.

A total of 10 lakh families will be covered in next year under PM Suraksha Bima Yojana and PM Jeevan Jyoti Bima Yojana. Premium will be shared on 50-50 basis by Central and State Govt.

A provision of Rs 770 cr had been made for Mukhyamantri Khadyan Sahayta Yojana.

Three lakh new widow, separated women, elderly beneficiaries will be covered under new scheme for social security pension called Mukhyamantri Pension Yojana apart from 16 lakh existing beneficiaries.

District hospitals of Balodabazar, gariaband, Balrampur and Surajpur to be upgraded to IPHS standards by additional 268 posts.

Anganwadi supplementary nutrition rates will be revised. For children the new rate would be Rs 8  per day instead of Rs 6 for pregnant women it would be Rs 9.50  instead of Rs 7, for teenage girls it will be Rs 9.50 instead of Rs 5 .

Provision of 735 crores has been for the supplementary nutrition sceheme.

Anganwadi workers and sahayikas honorarium will be increased.

Anganwadi workers and Sahayikas upon completion of their tenure will be paid Rs 50, 000 and Rs 25,000 one time grants.

E-Vidhya software and educational material for e-education of school children of 8th to 12th classes provision of Rs 5.47 cr had been made .

Sarva Shiksha Abhiyan had received provision of Rs 1500 cr, RMSA- 674 cr, Mid-day meal-599 cr, free text books- 110 cr, panchayat shikshak slaray- 3500 cr, maintenenace of buildings of schools-150 cr, drinking water provision in schools- 10.88 crores.

All 663 building-less Hostels will be provided with Buildings through financing from different schemes. 77 from NABARD financing, 146 with DMF funds and rest will be constructed using External Funds.

Coverage under Shuchita Yojana, a scheme for menstrual hygiene by providing sanitary napkins, will be expanded from 3 lakh girls to 10 lakh girls studying in colleges, higher secondary and high schools.

Budget allocation of Rs 12,472 crores has been made to School education

A total of 129 schools will be upgraded from middle to High schools, 130 high schools to be upgraded to higher secondary schools.

A Rs 34 crores provision for new buildings for 40 Primary schools, 25 middle schools, 100 high schools and 50 higher secondary schools.

A total of 30 new Colleges for higher education at Lakhanpur, Mainpat in Surguja, Gohrapadar (Mainpur), Bagbahar (Pathalgaon), Manora, Chandni-Biharpur, Jatga (Podi-uproda), Narhapur, Kelhari, Aaundhi, Thelkadih (Rajnandgaon), Jhalmala (Bodla), Kuikukdur (Pandariya), Pirda (Pithaura), Tendukona (Baagbahra), Chirko (Mahasamund), Jamul, Parpodi (Saja), Machandur (Durg), Siloti (Kurud), Bhatagaon (Raipur), Gudiyari, Samoda (Aarang), Sonakhan (Bilaigarh), Mopka-Nipaniya (Bhatapara), Vatgan (Palari), Mahud-B (Gunderdehi), Birra (Bamhnidih), Nagarda (Sakti) and Amora (Pathariya).

Comparing the State Budget 2018-19 presented by Chief Minister Raman Singh on Saturday, last year the State Annual Budget estimate of Rs 76,032 crore for the fiscal 2017-18 was presented in the Chhattisgarh Legislative Assembly.

Gross fiscal deficit estimated at Rs 9,647 crore, which is 3.49 percent of GSDP while revenue surplus is estimated at Rs 4,781 crore, he had informed in his budget speech.

The revenue expenditure estimated at Rs 61,313 crore while capital expenditure at Rs 14,454 crore. The highest component of expenditure at 41 per cent is for Social Sector Expenditure and 36 per cent for development of scheduled tribe areas, he said.

Welfare of poorest of the poor and inclusive growth; creation of development opportunities through infrastructure building and stregthening of human capital; digital inclusion and good governance are the highlights of the budget, Singh had stated .

The Chief Minister had reaffirmed his commitment to the poor, the farmers, women, youth, the deprived sections of the society by introducing many pro-poor welfare measures.

The Estimated Revenue receipt at Rs 66094 crore, which includes the central share of centrally sponsored schemes i.e. Rs 14,101 crore. With an estimated growth of 6.6 percent in tax revenue and 3.8 percent in non-tax revenue, the total growth in state's own revenue is 6 percent, he had stated.

The estimated expenditure is 7.58 percent higher than the revised estimate of 2016-17, Singh had stated.

Due to plan and non-plan merger in central budget, the budget estimate of 2017-18 is classified as revenue expenditure and capital expenditure only, he said.

Total revenue expenditure estimated is Rs 61,313 crore and total capital expenditure is Rs 14,454 crore. Capital expenditure is 19 percent of the total expenditure, he had stated.
