This has been said in the press communique promulgated by the Elysee Palace following a telephone conversation between French President Emmanuel Macron and Russian President Vladimir Putin.

"The implementation of the Minsk agreements has reached a deadlock, therefore, it is necessary to take concrete steps in order to change the situation for the better and alleviate suffering of the population on the basis of the consolidation of the ceasefire regime and the immediate implementation of humanitarian measures proposed by France and Germany," the document reads.
