Corruption in Appointment of Principal-in-Charge of Pravabati College
A Complaint filed to the Chief Minister of Manipur for Corruption and Favoritism in the Appointment of Principal-in-Charge of Pravabati College, Mayang Imphal
On 5th February 2018, Mr. Wahengbam Joykumar Singh who is a social activist working in the field of human rights and also transparency and good governance in Manipur filed a complaint to the Chief Minister of Manipur for cancellation of appointment of appointment of Principal-in-Charge of Pravabati College, Mayang Imphal and a senior teacher will be appointed as Principal. He also requested the C.M. for taking up necessary action against the Secretary, Governing Body of Pravabati College, Mayang Imphal and Director, University & Higher Education, Government of Manipur for involving in illegal appointment and approval of Principal-in-Charge of the said College.
2. In his complaint Mr. Joykumar said that the citizens of Manipur, warmly welcome your initiative for corruptions free Manipur. It is true that education is the backbone of society and it is also a essential ingredient for bringing all-round development and better of the society and as such, illegal and corrupted acts and dirty politics in an Educational Institution should be checked timely; otherwise our dream may not be achieved.
3. That from a reliable source, it is learnt that there is illegal and corrupted practice in the management and administration of the Pravabati College, Mayang Imphal. It is revealed from the documents accessed through the Right to Information Act, 2005 that one Dr. Nongmeikapam Sharat Singh was appointed as a teacher of the said College on 18.12.2014 without any public notification as per rule which is illegal act and corrupted practice. Further it also evident that the said teacher was 42 year i.e. over age when he was appointed being a teacher as his date of birth is 01.04.1972.

4. That on 29th August 2017, Dr. Nongmeikapam Sharat Singh, the above mentioned teacher of Physics Department has been illegally appointed as the Principal-in-Charge of Pravabati College, Mayang Imphal by a Special G.B. meeting which is against the existing Rules i.e. Manipur Education Code-1982 and as such, it might be an influence of dirty politics and corrupted practice.
According to paragraph No.6 of the Manipur Education Code-1982, “a Principal should be the holder of at least a second class Master’s Degree with 10 years experience as a teacher in a Degree College or University or as an Education Administrator and in special cases, of outstanding scholarship with administrative ability, the length of experience may be relaxed up to five years” and as such, Dr. Nongmeikapam Sharat Singh cannot be appointed as a Principal/Principal-in-Charge of the College as he has not have 10 years teaching experience or 5 years and his appointment is a clear cut evidence of illegal act, corruption and favoritism.
In this regard, Mr. Joykumar submitted that if such illegal appointment is not cancelled, it will affect the moral of the other senior teachers and the student will be victims of such illegal act, corruption and favoritism as a ultimate result which will hamper the development of the College and society.

In view of the above mentioned facts and circumstances, he draws C.M's kind attention to look into the matter and appropriate direction to the authority concerned for taking up necessary action against the Secretary, Governing Body of Pravabati College, Mayang Imphal and Director, University & Higher Education, Government of Manipur for involving in illegal appointment and approval of Principal-in-Charge of the said College for the end of justice.
