EEVFAM alleges harassment by cops

Imphal, February 08 2018: The Extra Judicial Execution Victims Families Association, Manipur (EEVFAM) has alleged that its member Sagolsem Menjor Singh has been repeatedly harassed and threatened by police on false charges.

Demanding stern action against the police personnel involved in harassing Menjor, EEVFAM submitted a memorandum to the Chief Minister today.

According to the memorandum, a team of police from Mayang Imphal Police station came to the house of Sagolsem Menjor Singh, a resident of Maibam Konjil, Mayang Imphal at around 6.30 am today.

The police team claimed that they brought a warrant of arrest from Court to execute his arrest.

Menjor was not present at his house when the police came but when his wife asked the police team to provide a copy of the warrant, the police flatly denied.

A Motor Vehicle case is currently pending in the Court of the Judicial Magistrate First Class (Imphal West), wherein Menjor is the complainant.

His wife contacted Ms Jamuna, Assistant Public Prosecutor (APP) handling the case and let the police team talk to the APP over the phone.

According to the APP, no warrant was issued against Menjor; rather a warrant was issued against the accused party.

This is not the first time that Menjor has been subjected to various forms of harassment.

Earlier he had approached the DGP to protect his life and property and the case is recorded as PHQ no.IC/ 4(45)/201 l-PHQ/2962 dated 11 April 2011 .

The present visit by the police has traumatized Menjor and his family members besides tarnishing his reputation again in front of the community, said the memorandum.

Menjor is an active member of (EEVFAM) as his son Sagolsem Anand Meitei was killed in a fake encounter on 29 April 2009 by a combined team of Imphal West Police Commando and Military Light Infantry at Hiyangthang Tarahei Awang Leikai.

Anand's case is one of the 62 cases mentioned in details in the original EEVFAM case (Writ Petition-Criminal) no.129 of 2012 filed at the Supreme Court of India.

In compliance with an order of the Supreme Court, the Government of Manipur gave an interim relief of Rs 5,50,000 in 2017 .

It may be noted that the Special Investigation Team of the Central Bureau of Investigation has been conducting investigations of at least 90 cases of extrajudicial executions in Manipur mentioned in the writ petition.

If any warrarnt is issued against Menjor, a copy of the same should be furnished to him or his family.

"If the claim of the police is not genuine, we are constrained to conclude that the real motive of the police cannot be anything but to harass an active member of EEVFAM when we are engaged in the litigation against a few police personnel involved in fake encounters in Manipur in order to deter the process of justice", the memorandum added.
