Imphal, February 08 2018: Special Judge, CBI Manipur, examined the statement of Section Officer, Administration in-charge RIMS, Nameirakpam Nalini Devi today in connection with RIMS dental chair purchasing scam.

Nalini Devi, who appeared as a prosecution witness of CBI, submitted before the Court that under the direction of the Deputy Director, Administration RIMS to hand over the certified copy of the Memorandum Of Association, Rules and Regulations and Bye laws RIMs, she along with one Khumbongmayum Ashinikumar Singh (LDC, Administration RIMS), reported to CBI, ACB, Imphal Office, during the investigation.

She mentioned that the MOA, rules and regulations and bye-laws RIMS were seized by the CBI after producing a seizure memo.

As per the rules and regulation (bye law), the financial power of the Director RIMS, is upto Rs 1 crore for the procurement of hospital equipment.

All the accused charge sheeted by the CBI, including former RIMS Director, Dr Sinam Sekharjit Singh of Chingamathak Pishum Leirak, former Medical Superintendent in-charge of RIMS, Dr Haobam Shanti of Wangkhei Khunou, proprietor of M/S Mukherjee Enterprises (Kolkata), Subhendu Mukherjee of West Bengal, former Principal in-charge of RIMS Dental College, Dr Rajib Rama Singh of West Bengal and Finance Officer cum Finance Advisor of RIMS, Elangbam Devendro Meitei of RIMS Quarter Type V/1S Lamphel, appeared before the Court during the examination of me prosecution witness.

It may be mentioned that CBI Imphal had officially filed a case against all the five accused based on allegations of misappropriation of a huge amount of funds which were meant for purchasing 38 dental chairs and other accessories for RIMS Dental College, during the tenure of Dr Sinam Sekharjit as the Director of RIMS.

The CBI launched investigations from January 2013 to June, the same year, by conducting surprise raids at the official residences of the accused individuals.

It may also be mentioned that charge sheet of the CBI against the five accused mentioned that mere was a criminal conspiracy among the said individuals in connection wnh me purchase of the 38 dental chairs at the rate of Rs 3.75 lakh per chair, as the same chair is available at the rate of Rs 1.31 lakh per chair in the market, thereby leading to loss of around Rs 50 lakh.

The act also caused wrongful gains for the supplier and the signature of former RIMS Director, Dr Sinam Sekharjit was found in the tender for buying the chairs and accessories of RIMS Dental College from M/S Mukherjee Enterprises, Kolkata.
