House Minority Leader Nancy Pelosi, D-Calif., said that while the bipartisan budget agreement struck by Senate leadership is a "good bill," she will not support it without a promise by House Speaker Paul Ryan, R-Wis., to bring an immigration bill up for a vote.
"It's a good bill," Pelosi told reporters at a press conference on infrastructure Thursday morning. "I'm pleased with the product, I'm not pleased with the process."
When asked if she'll vote for the bill, however, she responded, "No, I won't."
Pelosi also declined to say if she is whipping Democratic lawmakers against the budget bill, which will need support from Democrats to pass the House.
"I just tell people why I'm voting the way I'm voting," she said.
Pelosi's comments come a day after her eight-hour speech on the House floor on Dreamers where she read numerous personal stories. She announced her opposition to the agreement yesterday morning after a significant portion of her caucus maintained their uneasiness about voting for the bill without any promise from Ryan to help the Dreamers.
She called on Ryan to "man up" and follow the lead of Senate Majority Leader Mitch McConnell, R-Ky., who promised to bring a bill up next week on immigration.
"It's the easiest thing he could do," Pelosi said.
Senate leaders struck a two-year budget agreement that will include a raising of the debt ceiling, and increases in defense and non-defense funding, which were pushed for by Republicans and Democrats, respectively.
Without the House passing the budget, there will be a partial government shutdown at midnight.
