According to the police, Shete was unemployed and was disappointed after failing to clear the Maharashtra Public Service Commission exam in 2013 for the post of an agricultural assistant. Shete used to frequently visit the agriculture department at Mantralaya to meet officials while claiming that he had written all the answers in his exam paper and was quite sure of clearing his exam. Shete had visited Mantralaya several times but his plea had fallen on deaf ears.

Shete is a native of Newasa at Ahmednagar. However, Shete has alleged to the police that the exams and the selection process for the post of an agricultural assistant was an alleged scam by the government. According to Deepak Devraj, Deputy Commissioner of Police and Mumbai Police Spokesperson, “Shete has been detained. We had seized the kerosene can and a matchstick box from him.The Marine Drive police has been questioning him as part of the investigations.”
