I don't think so. Players like Kusal Janith Perera, Mathews (subjected to fitness), Thisara, Asela Gunartne and even Niroshan Dickwella deserves IPL contract even if they can't make it to the playing xi. Dilshan, Sanga, Mahela, Malinga, Thisara Perera, Mathews, Ajantha Mendis etc. got lot of experience from playing the early versions of the IPL, and as a result SL performed better than India in the world T20s. IMO this is the reason why IPL teams are less interested in buying Sri Lankans as they don't want to give the exposure to Sri Lankanks, specially the batsman after their loss to Sri Lanka in the WT20 final in 2014.

The IPL is good indicator on one's T20 talent. There is no mystery or hidden agendas here, the teams spend a lot of money to win. Most of the coaching staff are better than national teams. If you are talented, you will get picked up (unless your from Pakistan). A good example is the leggie from Kabul - he is a real talent the IPL scouts didn't miss it. Even our own Senenayeke was first picked up by the IPL while our selectors were sounds asleep.
