‘Guidelines for good conduct certificate’

DUBAI: The Philippine Consulate General in Dubai (PCGDXB) on Sunday released the guidelines for the issuance of the certificate of good conduct (CGC), a pre-requisite from all new expatriate workers or employees in the UAE.

Consul General Paul Raymund Cortes clarified to The Gulf Today that Filipino visit visa holders and those shifting to new jobs or companies are required to obtain the CGC from Manila’s National Bureau of Investigation (NBI) through the PCGDXB. Specifically, the guidelines are for the Filipinos in Dubai, Sharjah, Ajman, Umm Al Quwain, Ras Al Khaimah and Fujairah who are under the responsibility of the PCGDXB. 

The UAE’s CGC is synonymous with the Philippines’ “No Criminal Record” document, more known as the “NBI Clearance” which the NBI issues to job applicants.

In the guidelines released by the PCGDXB, it was highlighted that the application for the NBI Clearance Form No. 5 is “free and (therefore) not for sale.”

It was learnt the required notarial services and application for the Special Power of Attorney (SPA) have corresponding fees: Dhs100.00 per document for the notarial services and Dhs100.00 for the SPA.

Those who want their notarial services and SPA applications expedited have to pay additional Dhs40.00.

It was in late 2017 when the UAE Government passed Cabinet Decree No. 1/8 of 2017 which stipulates that all new foreign workers who are going to apply for UAE work visa or employment visa must secure a CGC from their respective home countries.

 This is to keep the UAE safe and secure.

As released to the media on Sunday, following are the steps in securing the Philippines’ NBI Clearance through the PCGDXB:

1. The applicant for the NBI Clearance must secure an NBI Clearance Application Form (NBI Form No. 5) from the PCGDXB. The form is free and not for sale.

2. Fill out Form 5 and go to the nearest police station for fingerprinting, which should be rolled impressions. The one who took the fingerprint impression must sign on the form.

3. Return to the PCGDXB to have the NBI Form 5 notarised and to apply for the Special Power of Attorney (SPA) authorising the applicant’s designated representative in the Philippines to submit accomplished Form 5 to the NBI. Upon release of the NBI Clearance, the representative in the Philippines will also request for the authentication of document with the Department of Foreign Affairs, and apply for the attestation of the NBI Clearance at the UAE Embassy in Manila.

4. For this service, the applicant is required to submit the following documents to the PCGDXB: Accomplished SPA; Original and photocopy of the NBI Application Form with Fingerprint Specimen and signature of the police officer; One (1) 2X2 ID photo with white background to be attached to the NBI Form 5; Four (4) copies of applicant’s Philippine passport identification page.
