PTS invites comments on 700 MHz band auction proposals

Swedish postal and telecoms regulator PTS is putting its recommendations for an auction of spectrum in the 700 MHz band out to consultation, with a deadline for comments of 23 February. The auction is expected to take place in December 2018.

It is proposing a block allocation of two permits for 2 x 5 MHz, one permit for 2 x 10 MHz with coverage obligation, and four permits for 5 MHz for downlink communication. The permits would be valid up to and including 31 December 2040.

The proposals include rules for preventing interference with terrestrial television transmission. The requirement for those permits with a coverage obligation concern reception where there are white spots, more specifically near roads, residential areas and at holiday home sites.

The format would be the Simultaneous Multiple Round Auction (SMRA). PTS is considering an auction with frequency-generic blocks, where permit allocation would be granted according to special rules. The watchdog does not plan to limit the amount of spectrum any one player can acquire in the auction.

PTS expects to issue a general invitation in April.
