Reader Opinion: Russian sanctions?

On Aug 3, 2017, Trump signed the new Russian sanctions bill after it passed the House by a 419-3 vote and the Senate by a 98-2 vote. On Jan. 29, Trump told Congress the law was "serving as a deterrent," and there's no need to actually implement the penalties at this time. Donald Trump unilaterally suspended a law to the benefit of Russia in spite of broad bipartisan support of that law. Why do you suppose he did this?
