Why is Richland County road work so slow?

Construction began on the Golden Gate Bridge on Jan. 5, 1933, and was completed a little more than four years later. Soon after the floods two years ago, Richland County started a road and bridge construction site on Garners Ferry Road about seven miles from Columbia. It’s still not finished. The floods had no impact on the old bridge; we drove on it every day of the construction.

I'm wondering how a massive project like the Golden Gate Bridge can be completed in four years and a four-lane roadway and bridge in Columbia is still under construction.

I guess the same people in charge of our nuclear reactor project are in charge of this.
