DOVER — A man suspected of providing illicit drugs that caused five overdoses at the county jail last June was indicted by a Strafford County grand jury.
Robert Rosploch, 35, address unknown, was indicted on three felonies for the alleged overdoses that sent three to the hospital on June 6. The suspected drug that caused the overdoses is the Schedule I controlled drug 5F-ADB, also known as K2 or spice.
One indictment alleges that Rosploch committed the crime known as delivery of articles prohibited for knowingly having in his possession a drug without the knowledge of jail officials, a Class B felony. The second is possession of a controlled drug, which is a Class A felony because Rosploch was previously convicted of a similar crime. The charges are alternate theories, meaning he could only be convicted on one of the two charges.
A grand jury also indicted Rosploch for falsifying physical evidence. The indictment alleges that Rosploch concealed the K2 in his mouth to hide the drug from investigators.
How Rosploch got the drugs into the jail is still not publicly known. In late June, Strafford County Sheriff David Dubois said the substance arrived by mail, though it was unclear how. Deputy Strafford County Attorney Timothy Sullivan who is prosecuting the case said he could not comment on those details because the case was pending. Dubois, whose agency led the investigation, previously said none of the correctional staff at the Strafford County House of Corrections have been implicated in the investigation.
Rosploch is a federal inmate who pleaded guilty to charges of escaping from a halfway house 18 days before the overdoses occurred. A federal inmate matching his age is currently incarcerated at a federal facility in Allenwood, Pennsylvania. A Strafford County House of Correction staff member said Rosploch left their facility in September.
