The 9th round of UN-mediated talks between Syria’s warring factions has kicked off in the Austrian capital Vienna. But there’s little hope for progress on key issues like future governance, a new constitution and elections. The government has previously said it will only discuss fighting terrorism since the opposition is setting an unacceptable precondition for talks by demanding the ouster of President Bashar al-Assad.
