RICHMOND, Va. (AP) - VCU Health Pauley Heart Center is offering a series of free health screenings and community events to celebrate the 50th anniversary of the first heart transplant in Virginia and to advance heart health in the state. Dr. Richard Lower performed the first human-to-human heart transplant in the state on May 25, 1968, and took part in 393 heart transplants before he retired in 1989.

RICHMOND, Va. (AP) - A bill that would give undocumented immigrants driving privileges in Virginia has died in committee. The Richmond Times-Dispatch reported that Republicans on the Senate Transportation Committee killed the legislation Wednesday on a party-line vote. The vote marks the third year in a row that the bill by Democratic Sen. Scott Surovell of Fairfax would not advance out of committee. Surovell blamed politics. But other Republicans said voters in their district would not have supported the bill.

RICHMOND, Va. (AP) - Virginia Gov. Ralph Northam says he has "significant concerns" about legislation to allow electric monopolies to continue charging rates that produce profits of hundreds of millions of dollars. Northam said Thursday in response to questions from The Associated Press that he wants state regulators to have greater oversight of utilities than what the legislation would allow. He also said he wants Dominion Energy and Appalachian Power to issue bigger refunds to their customers.

RICHMOND, Va. (AP) - A Virginia Senate committee has rejected legislation aimed at increasing low-income students at one of the country's top-ranked public high schools. The panel overwhelmingly voted against a bill by Democratic Sen. Scott Surovell. It would require Thomas Jefferson High School for Science and Technology in Fairfax County to admit a certain number of students who receive free or reduced-price meals. Thomas Jefferson has long drawn criticism for having few minority students.
