Man in center of excessive force investigation speaks out

The man at the center of an investigation into alleged excessive force by a Clarksville police officer is giving his side of the story.

Last week, police released body camera video allegedly showing Sgt. Jason Tackett striking Ray Bard.

The incident happened Jan. 13, when Clarksville police tried to pull Bard over, believing he was in a stolen vehicle.

Bard admits he led police on a chase, but he says it was becaused he feared for his life.

He crashed in West Louisville, where body camera video showed Tackett apparently hitting Bard while he was handcuffed.

"Eventually, they whooped me like I knew would happen. I felt like if they done it in Indiana, though, I wouldn't make it alive," Bard said.

The investigation into Tackett's alleged actions is ongoing.

At last check, no disciplinary actions have been taken against Tackett.

Bard is charged with criminal mischief for property damage caused when he crashed in West Louisville.
