Eighteen Duluth-area residents were arrested last night and early this morning in a police sweep that concluded a six-month-long investigation of thefts. Among the items recovered were about 120 rifles, handguns, and shotguns that were connected with thefts all over the state.
Duluth school department heads have been asked to keep budget requests for 1978-79 one percent lower than they were this year. Superintendent Richard Pearson said yesterday costs for retirement, insurance, fuel, utilities, and special education are all rising.

The next time a severe winter threatens northern Minnesota's deer herds, hunters and state wildlife officials will have a plan in place for emergency winter feeding. The plan will provide funding to local nonprofit organizations for emergency feeding.
The Duluth Police Department last week upgraded uniforms and switched from sky blue to very dark blue shirts. Officials say the darker blue uniforms project more authority and will make police harder to see at night, an advantage in some dangerous situations.
