Free movement in the COMMONWEALTH: Petition reaches 214,000 as Brexit plans revealed

EXCLUSIVE: A petition which advocates introducing new legislation for the free movement of citizens between the UK, Canada, Australia and New Zealand has reached over 214,000 signatures since its launch.

The organisation CANZUK International which set up the petition change.org believes that “by already sharing the same language and culture, CANZUK citizens will be able to easily integrate into all four nations”.

The CANZUK website added: “Canada, Australia, New Zealand and the United Kingdom each share the same language, the same Westminster parliamentary system, the same respect for common-law and the same Sovereign.

“In addition, they are highly economically developed countries, with sustainable economic growth, positive human rights records and a shared historical and cultural bond through a democratic monarchy.

“With this in mind, citizens of these countries could integrate well with each other and transition conveniently to a new society, easily attaining employment and assimilating with each countries laws and customs.”

According to a CANZUK poll in January last year 64 per cent of Britons surveyed were in favour of a free movement policy with citizens of Australia, New Zealand and Canada.

With UK leaving the EU in just over a year on March 19, the chief executive of CANZUK, James Skinner believes now is an ideal time for Britain to strengthen ties with Australia, New Zealand and Canada.

Mr Skinner told Express.co.uk: “Brexit has provided key opportunities for increasing relations between Canada, Australia, New Zealand and the United Kingdom.

“Before the UK joined the European Economic Community (EEC) in 1973, each of these countries embraced reciprocal free movement with each other, which unfortunately came to an end because of EEC regulations regarding European free movement.

“Now that the UK is leaving the European Union after four decades of membership, relationships between CANZUK countries can flourish once again.”

“Australia and New Zealand currently reciprocate free movement and free trade with each other via the Trans-Tasman Travel Agreement (TTTA) and the Closer Economic Relations Trade Agreement (CER).

“Our aim, as an organisation, is for Canada and the United Kingdom to negotiate accession agreements so they may join these arrangements and engage in free movement and trade with Australia and New Zealand.”

The organisation proposes CANZUK citizens have the freedom to work, study and travel between the four nations but that travel restrictions should in place for people with serious criminal convictions or major health concerns.

It also added that CANZUK citizens should be eligible for social-welfare payments (such as unemployment benefits or disability benefits) until at least four years from the date of arrival in their host country.

Negotiations between the UK and the EU are still underway and there is the major question of whether Britain will be forced to continue unrestricted free movement with the bloc in order to secure the trade deal.

While Mr Skinner believes it is “unlikely” that the UK Government would choose to go against the will of over 17 million voters, he adds that it would negotiations harder with Canada, Australia and New Zealand.

He said: “In the unlikely event that the British Government chooses to maintain unrestricted free movement with the European Union, this will not only be detrimental for British democracy (ignoring the will of over 17 million people) but will also make it harder for negotiations to commence with Canada, Australia and New Zealand.

“We have seen exponential support among the CANZUK countries for free movement and trade negotiations to begin, but if the British government chooses to retain free movement with the EU, it will be difficult for free movement to commence with Canada, Australia and New Zealand.

“To some degree, both could be independently negotiated, but there is a limit to the number of migrants a country can permit under free movement protocols.

“Due to their cultural, economic and social similarities, we feel it is best for the United Kingdom to adopt free movement with 125million CANZUK citizens as opposed to 508 million European citizens.”

As for what is next for CANZUK, Mr Skinner added: “Receiving 210,000 signatures is an incredible accomplishment and clearly demonstrates widespread support for our proposals.

“However, we aim to achieve 250,000 signatures before submitting to Members of Parliament and Senators in the four respective countries. We feel quarter of a million signatures for our petition is more than demonstrative of public demand for greater relations between Canada, Australia, New Zealand and the United Kingdom.”
