The Tuscaloosa City Council took the following action at its Tuesday meeting:

• Authorized an adjustment and refund of excess deposit to Michael Jacobson for installation of water mains and services for Smoker’s Outlet on Stillman Blvd.; total: $741.09.

• Authorized the issuance of a loan to Antionette Brown for home purchase assistance at 6602 Covington Villas Drive under the City’s HOME Program; total: $5,000.00.

• Authorized the issuance of a loan to George H. Greene for home purchase assistance at 15 Greenbriar under the City’s HOME Program; total: $5,000.

• Authorized settlement of the worker’s compensation claim of Donald Smitherman; total: $2,427.

• Authorized payment to Serena Carter in settlement of a claim; total: $1,432.74.

• Declared property surplus and authorizing its disposal.

• Authorized change order No. 1 for the Parkview Drive Roadway Reconstruction and Utility Improvements project; total: $120,857.15; time extension: 10 calendar days.

• Authorized change order No. 4 for realignment of Hargrove Road and Skyland Boulevard; deductive total: $20,774.90.

• Approved the ABC application of K&A Food Mart LLC for off-premises retail beer and off-premises retail table wine licenses at KA Foodmart, 1050 McFarland Blvd. NE.

• Approved the ABC application of Pho Town LLC for restaurant retail liquor and on-premises retail beer licenses at Pho Town, 1800 McFarland Blvd. E., Suite 420.

• Approved the ABC application of F Store LLC for off-premises retail beer and off-premises retail table wine licenses at Smokers Outlet, 2002 Fosters Ferry Road.

• Resolution regarding variance for a structure on Lake Tuscaloosa at 2301 Maison du Lac.

• Resolution regarding variance for structure on Lake Tuscaloosa at 3727 Jade Point.

• Authorized payment of 2017 ad valorem taxes for property purchased by the city at Patriot Drive; total: $30.64.

• Authorized payment of 2017 ad valorem taxes for property purchased by the city in furtherance of the Brookhaven Drainage Project; total: $1,420.85.

• Authorized payment of 2017 ad valorem taxes for property purchased by the city in furtherance of the Martin Luther King Jr. Boulevard Improvements Project; total: $355.58.

• Authorized appraisal services for the 39th Street Sanitary Sewer Improvements Project with Southeast Appraisals Inc.; total: $6,700.

• Authorized the mayor to execute amendment No. 3 to the contract with Ward Scott Architecture Inc. for design of Alberta Park; total reduction: $1,887.08.

• Authorized the mayor to execute a supplemental funding agreement with Tuscaloosa Transit Authority; total: $64,812.

• Authorized the mayor to add additional funding to an authorized contract with the Tuscaloosa Housing Authority for the development of affordable housing; total: $265,500.

• Authorized the Office of Federal Programs to make budget and program changes for a local amendment to the 2017 Action Plan of the city’s 5-Year Consolidated Plan for Community Planning and Development Programs for program years 2015-2019.

• Selected Infrastructure Management Services LLC as the professional consultant for Infrastructure Asset Inventory and Pavement Condition Rating for the city of Tuscaloosa.

• Authorized the mayor to execute an agreement between the city of Tuscaloosa and the state of Alabama Department of Transportation for installation, operation and maintenance of traffic control signals on U. S. Highway 82/Alabama Highway 6 at Alabama Highway 215 at Bear Creek Cut-Off Road.

• Voted to withdraw an amendment to the Home Investment Partnership Loan Program.

• Authorized the mayor to execute task order directive No. 2 with Ellis Architects to provide architectural and related services for renovations at the Tuscaloosa Tourism and Sports Commission’s lobby at the River Market facility; total: not to exceed $38,288.

• Adopted the 23rd amendment to the Public Safety Capital Fund budget.

• Authorized a service agreement with Motorola Solutions Inc.; total: not to exceed $22,500.

• Authorized the mayor to execute addendum No. 1 with Atkins North America Inc. for the Runway 4 Extended Safety Area Grading Improvements and Storm Drain System Rehabilitation Phase I Project; deductive total: $32,481.71.

• Authorized the Office of Administration-Infrastructure and Public Services to amend and advertise amendment to the 2012 CDBG-DR Action Plan of the city of Tuscaloosa.

• Authorized execution of an agreement with the Alabama Department of Economic and Community Affairs for the Fiscal Year 2017 Emergency Solutions Grant Program; total: $200,000.

• Authorized the mayor to execute a support letter on behalf of the West Alabama Food Bank to the ADECA Surplus Property Division.

• Authorized the mayor to execute amendment No. 2 to the contract with Burk-Kleinpeter Inc. for the Hargrove Road/Skyland Boulevard Intersection Realignment Project; totals — construction testing services reduction: $3,498.48; additional services increase: $16,501.60.

• Authorized the Office of Federal Programs to make budget and program changes and to advertise those changes to the 2016 Action Plan of the city’s Five Year Consolidated Plan for Community Development Programs for Program Years 2015-2019.

• Authorized execution of a pole and underground utility service easement for the EDGE.

• Authorized task order directive No. 4 with Gonzalez-Strength & Associates Inc. for the U.S. Highway 82 and Hargrove Road Improvements Project; total, not to exceed: $229,664.

• Authorized amendment No. 4 to the 2016 subrecipient agreement with Tuscaloosa County Park and Recreation Authority under the City’s 2016 Community Development Block Grant Program (CDBG); total increase: $178,125.73.

• Authorized the execution of agency funding agreements for the city’s 2017 Emergency Solutions Grant Program through the Alabama Department of Economic and Community Affairs.

• Authorized payment of 2017 Ad Valorem Taxes regarding flood mitigation buyout of 3405 Third Ave. E.; total: $915.87.

• Authorized execution of an agreement with TTL Inc. for construction, engineering, inspection and construction materials testing for roadway improvements on Hargrove Road from 10th Avenue to Hackberry Lane; total: not to exceed $234,500.

• Authorized amendment No. 2 to the engineering and related services contract with Neel-Schaffer Inc. for the 10th Avenue City Walk Corridor Revitalization Project; totals — easement/ROW acquisition expense reduction: $18,102.68; design testing services reduction: $2,483.11; total net compensation increase: $348,789.21.

• Authorized the execution and delivery of a master governmental lease-purchase agreement and supplement no. 567359-400 thereto with respect to the acquisition, purchase, financing and leasing of certain equipment for the public benefit; authorizing the execution and delivery of documents required in connection therewith; and authorizing the taking of all other actions necessary to the consummation of the transactions contemplated by this resolution.

• Tabled for one week a vote to authorize the mayor to execute an agreement between the city of Tuscaloosa and ALDOT for resurfacing and pavement rehabilitation from the north end of the Interstate 359 bridge to the Hugh Thomas Bridge.

• Adopted the seventh amendment to the fiscal 2018 General Fund Budget.

• Adopted the second amendment to the fiscal 2018 Water and Sewer Fund Budget.

• Adopted a Severe Weather Preparedness Sales Tax Holiday for certain covered items for 2018.

• Authorized the mayor to execute a 180-day extension of the exclusive dealings agreement with Blackwater Resources LLC regarding the proposed development of the former Farmers’ Market site at Greensboro Avenue and Jack Warner Parkway.

• Authorized the payment of bills; total: $120,407.30.
