A rampant misuse of leave by teachers and non-teaching staff of constituent colleges and university departments in Nilamber Pitamber University here has forced the Vice-Chancellor to impose checks and balances in the matter of availing of leave.
Sources said apart from teachers and non teaching staff of the university there are instances when officials of the university have misused leave either by over staying or by going in advance in the name of meeting or so in Ranchi etc. Sources said Saturday and Monday are the two leave struck days most in many cases.
S N Singh VC NPU said, “I want to streamline the leave record. An employee must know the status of his/her leave he/she has so used or not used. The dealing assistant of leave is to see if the applicant of leave has exhausted his/her whole quota of leave or is any more day of leave left to be used by the applicant.”
Singh said, “I know there are people who have exhausted their 16 day CL. They then apply for two or three day of Earned Leave (EL). This is not proper. EL cannot be taken in such a way.”
The VC said, “Our aim is to end this mindset that there is infinite leaves and one is free to go. Every leave will now be counted and those jumping over their leave quota will face salary cut.”
Sources said there are reports where a teacher or non teaching staff comes, pushes his thumb on biometric machine and then flies off and again reappears for doing the same thumbing at the departure time.
The VC did not hide his appreciation for Ranchi University from where he came to join here as NPU’s VC when he said, “Leave record is well maintained in R.U. Ranchi. The HoD marks leave application to routine incharge first who ensures that class will not get dropped in the event of teacher going on leave and then the same is sent to dealing assistant to ensure if there is leave left for the applicant or not’.
“Here in this NPU it needs to be further fine tuned. You cannot have this feeling of infinite leave at your disposal. Every leave is to be enetered in the record of the individual employee,” he reiterated.
Sources said on an average one or two officials of NPU remain away from university either on official duty in Ranchi or on leave wherein official on duty doubles up a fact conceded by VC who said this ongoing week has a couple of officers on leave and as a result working officials are in twin charges .
