    After years of effort, the entire 1,600-acre core of forested Blanchard Mountain in Skagit County will be protected from logging after legislators passed the state capital budget. The area has been renamed the Harriet Spanel Forest to honor the late legislator and Bellingham Democrat who was one of Blanchard’s greatest champions.
