The San Angelo City Council will consider a proposal to transfer custody of animal adoption services to Concho Valley PAWS for an extended term during the regular meeting on Tuesday, Jan. 23.
Item 5 on the regular agenda is a recommendation by city staff to award Request for Proposal NS-01-18, which would convey $60,000 to the non-profit animal rescue organization for FY2018, and empower PAWS to supervise adoptions for the Animal Shelter for up to five years.
This public-private partnership was initiated last year, with the aim of remedying San Angelo’s pet-overpopulation problems.
According to the report, written by Neighborhood and Family Services Director Morgan Chegwidden, “assigning animal adoptions to an animal welfare organization frees up city staff and tax dollars to address our core function … and creates efficiencies by capitalizing on the welfare organization's core function (animal adoptions).”
The report goes on to state that the current contract with Concho Valley PAWS expires on Feb.28.
“Since there are no options to renew for subsequent years, we opened a new request for proposal to provide these services.
“We're seeking to include providing adoption services, matching potential animals with customers and coordinating adoption events offsite,” Chegwidden states, adding that the only major change in the RFP is the proposal term, which now offers a one-year term with the option to extend four additional one-year terms if both parties agree.
Chegwidden explained the change stating that “the prior contract of 12 months is not conducive to building a relationship of this importance.”
According to the report, the annual cost of $60,000 is within the Animals Services Department’s existing operating budget.
In other business, the Council will consider:
- Approving special recreational-lease renewals, including leases for Concho Bass Club, Concho Boat Club and the Concho Valley Archery Association.
- A resolution authorizing a tax-resale deed regarding 342 & 346 E. 27th St
- A resolution accepting approximately 2.640 from Calvary American Lutheran Church for use by the Stormwater Division, which authorizes payment of closing costs not to exceed $4,000.
- WU-06-18 Water Meter Inventory bid to Core & Main of San Angelo for commercial and residential water meter inventory supplies in the amount of $400,000.
- WU-05-18 for caustic soda (lye) to DPC Industries in the amount of $299,151 annually for one year, with two additional one-year term extensions.
- RFB FS-07-18 Haul Truck, to Lonestar Truck Group of San Angelo in the amount of $135,156 for one unit.
- H-GAC contract # FS12-17 Fire Apparatus – Two new Pierce Enforcer 1,500 GPM triple-combination pumper firetrucks from Siddons-Martin Emergency Group for $1,021,846.
- A resolution authorizing the City Manager or designee to apply for an Assistance to Firefighter Grant for diesel exhaust systems for five fire stations in the amount of $275,000 with the City being responsible for a twenty percent match or $55,000.
- Authorizing the City Manager to award design service task under ES-04-15 to Enprotec Hibbs and Todd, Inc. of Abilene in the amount of $156,000 to survey the town and its extraterritorial jurisdiction from the air with Lidar equipment, which will help the engineering department by providing updated elevation data. According to a report from city staff, the department currently uses adjusted elevation data, originally gathered in the 1950s.
The meeting will convene at 8:30 a.m. Tuesday in the City Council Chambers at McNease Convention Center, 501 Rio Concho Drive.
