The Black Cats have agreed a loan deal with Derby for Martin but he is stalling on the switch.
The 29-year-old can leave Pride Park following the Rams’ capture of Cameron Jerome from Norwich City.
Martin has started just five league games for Derby this term, scoring once.
Leeds United have had a bid rejected by West Brom for Tyler Roberts, according to the Daily Mirror.
Elland Road chiefs offered their Premier League counterparts a £4million deal for the 19-year-old forward.
Roberts is out of contract at the end of the season but Leeds want him to help their promotion push.
Rangers and Marseille are also interested.
