NEW DELHI: Haryana Chief Minister Manohar Lal Khattar is a failure as he is not able to issue directions in time to address situations but the BJP still has no alternative to lead the state, former Haryana CM Bhupinder Singh Hooda said.

In an interview to ET, Hooda has said there is a "free-for-all" in Haryana and the state is suffering due to the "incompetence of the CM and his government" as no proper directions are ever issued by the political executive.

The former two-time-CM in a memorandum to the state governor earlier this week demanded dismissal of the Khattar government and imposition of president rule after a series of rape-cum-murder cases in Jind, Panipat and Kurukshetra rocked the state. "Taking moral responsibility, Khattar should have stepped down. But neither that has happened nor has the BJP removed him. I do not wish to comment on why the BJP has not removed him so far - it is their internal matter. But perhaps the reason and sad reality is that BJP has no alternative in the state but him," said Hooda.

Citing deaths of 76 people in police firing in the last three years under Khattar's reign, Hooda said so many people had never been killed since the formation of Haryana decades ago. "First there was the Rampal episode, then the protests over the Jat reservation issue and the complete mishandling of the Gurmeet Ram Rahim sentencing in Panchkula. The problem is that no proper or timely directions are given to police and bureaucrats on how to handle these situations. I was CM for 10 years - never there was an occasion to call the Army. But it had to be called during the Jat reservation protests," Hooda said.

He said the recent rapes being reported has led to women and children feeling unsafe.
