STAMFORD — Stamford Police made three unrelated narcotics arrests on Friday as part of multi-week investigations by their narcotics and organized crime division.

Joseph Simmons, 35, was charged with two counts of selling narcotics, two counts of conspiracy to sell narcotics, possession of narcotics, operation of a drug factory, and resisting arrest.

According to Captain Richard Conklin, Simmons has a lengthy criminal background, including criminal possession of a firearm, first-degree assault, violating probation, and DWI. He also sold crack cocaine to an undercover officer.

Police conducted a search warrant at his residence at 196 Franklin St. on Friday. When Simmons came out of the home to get into his car, police confronted Simmons, at which point he attempted to escape.

Police searched his bedroom and found multiple bags of crack cocaine that amounted to a total of two ounces, as well as 5.6 grams of heroin and multiple weighing devices.

Simmons’s bond is set at $150,000 for the narcotics sale charges, as well as an additional $75,000 for the other charges.

Gregory Russell, 56, of 83 Ludlow St., was charged with three counts of selling narcotics and one count conspiracy to sell narcotics.

Russell was on federal probation at the time of his arrest for a prior narcotics arrest. He was recently released from jail. He has a court date of Feb. 2 and a $250,000 bond.

Lisa Ragsdale, 49, was also arrested Friday and charged with three counts of selling narcotics, and three counts conspiracy to sell narcotics. Her bond is set at $250,000.

Conklin said Ragsdale would often act as a “middle person” for Simmons and Russell.
