"Kicking the can down the road" is Washington speak. Yes a temporary CR for three weeks is weak and silly. But Republicans could pass CHIP funding as a standalone bill ANY TIME THEY WANT. THEY CONTROL THE ENTIRE FEDERAL GOVERNMENT. Instead, they've taken 9 million kids hostage.
