SOUTHPORT — Authorities have arrested a Bay County man they believe had 10 pounds of marijuana delivered to his home where a child also lived, according to the Bay County Sheriff's Office.

Devin S. Payne, 32, has been charged with smuggling marijuana into Florida, possession of marijuana more than 20 grams, possession of drug paraphernalia and child neglect in connection with the case.

The charges stem from December, when BCSO Special Investigations Division intercepted 10 pounds of marijuana designated for an address in Panama City. BCSO reported its investigation revealed that package was intended for Payne, and investigators obtained a search warrant for his residence.

BCSO served the warrant Saturday and reported finding about nine pounds of marijuana, two firearms and about $3,000 in cash. Another pound of the marijuana was found in a ground-level cabinet that was not locked and was easily accessible by a toddler living within the home, BCSO reported.

Charges are pending on another occupant of the home.
