On the first day of the new year the Tribune carried a story on the development of the old Cottonwood Mall site. Ivory Homes and Woodbury Corp. plan to build 1,000 apartments, 75 brownstone and townhouses and 107 single family homes.

I feel that a conservative estimate for the increased number of children in this area would be 1,000 to 1,500. I have a couple of questions.

Who is going to pay for the new elementary? Will the city be penalized with a huge tax incentive agreement? Where will the new elementary be located on the site? Has increased automobile traffic for this school been considered?
