Minister for Food, Civil Supplies and Consumer Affairs Saryu Roy sees no difference between style of functioning inside the Assembly and the Cabinet meetings; to which he has been a part of since the incumbent Government came into existence. Expressing his anguish over lack of communication transacted at both the places, the senior Cabinet Minister said the people have great faith over the constitutional institutions which often got overlooked presently.
“When I return from field people say ‘yes, you would have to attend the Cabinet meeting’. They believe that the meetings go for hours. But we know how long it goes and how sincerely matters are discussed. Similar is the case in the Assembly now a days,” said Roy on Tuesday referring to lack of debate taking place in the House before Bills were passed for quite some time.
He was speaking in a symposium organised by legislative research and training cell of the Jharkhand Assembly where among the listeners were Speaker Dinesh Oraon, former Speaker Inder Singh Namdhari and BJP chief whip Radha Krishna Kishore alongwith host of MLAs from the ruling party and also from the Opposition. The Minister in the symposium, called to finds out reasons and solutions of growing disorder in the House a day ahead of the beginning of the Budget session, also underlined roles of all the stakeholders in smooth running of the House. “The House is a multi-polar forum where differences are bound to happen. Greater responsibility lies on the Government about running the House. But the Opposition should also think that Government has majority and if it feels dissatisfied then the matters should be taken to the peoples’ court. Understanding these facts would to an extent can lessen the level of stalemate,” added Roy and also suggested both the camps to show some flexibility.
Speaker Dinesh Oraon referred to the Articles present in the Constitution laying down clear division of power among legislature, judiciary and executive. “Article-194 clearly laid down this and if we all abide by that then the reasons behind disturbances would automatically lessen.
In the history of the Jharkhand Assembly just one Adjournment Motion has so far been accepted. Such attitudes inflame discontent among the legislators,” he said.
