Such was the logic employed by Ted Cruz and the House Freedom Caucus when they thought Americans would appreciate their efforts to defund Obamacare. At the time, both the health care law and the president who signed it had approval ratings in the 40s. Yet the public recoiled at the tactic of holding the government hostage. President Barack Obama held his ground, Republican poll numbers tanked, and the congressional Republican leadership caved.
